You can make an order any time. However orders can only be added, removed or altered by brokers at the commencement of trade.
If you bother to look the 800,000 @ 0.19 is the only trade that has changed since the TH. The only way it coud have changed is by an off-market sale. [Because it cannot be pulled.]
