That's the way I read it too. Timeline to gas is VERY ambitious. I can imagine tolling customers wanting to see LNG put their money where their mouth is and by raising now to start preparatory works demonstrates that. It's not ideal but if the pay off is BTA's then so be it.
First deals are always the hardest and most expensive to get over the line.
