Clough are owners engineer monster. They aren't actually "doing" the EPC, they are responsible for monitoring and keeping LNG informed of progress, cost issues and quality. It's a role I've been involved in and you don't really get much input into the day to day execution of the works, especially in an EPC execution format. If it was schedule of rates, or cost plus it's a different story.
That said, LNG would not be able to do this role internally and someone always needed to fill the site supervisory task. I wasn't aware Clough was into the OE type role as core work although they are doing similar apparently in Darwin, it seems to exclude them from bidding on any packages that might be subbied out, I imagine these are already locked away.
