It's quite clear to me what's happening here........reliance on equity markets for funding is just too volatile in current commodity markets without substantial insto support. Get enough funding in the Bank (with perhaps another funding source to be announced) to get China JV up and running..............then gives you cash flow to continue development activities.
If this is the plan, could well be the last time TON goes to the well.
