Haven't been here for a while, actually, a long while.
Anyway, from what I know and a lot of posters already stated, US funds don't usually buy into a penny stock due to their rules.
If the investor is indeed a famous US fund, then it is a good sign. They usually don't back a company unless they see value in it (well, obviously having to buy a share in a big discount like that is a huge value in itself, but if they don't think the SP can withhold the drop after they received the share, then it is pointless). A good US fund will also hold them for a while, believing that they can make money long term (except hedge fund. If it is a hedge fund, run for your life).
For example, if Buffett buys in a stock, you will see a ripple effect. Now, if that new US fund is indeed a good one, you will see that too.
