Here is an article I found, doesn't make for very good reading for holders. It outlines that the ban includes cultivation, growing, packaging etc as well as dispensing and the ban intends to cover the whole city (Duncan facility isn't outside the city limits by any chance?). It also seems that even if Federal law is passed there still might be quite a fight to get the facility producing.

From my reading of the minutes and the article it seems that the by-law passed. The reference to "seconded" has no relevance, it just means that when a motion is put forward by someone, somebody has to second it before it is voted on. It has nothing to do with second or third readings.
