I wasn't familiar with raising of "material capital" vs capital raising and it seems it relates to material / physical things like infrastructure... or at least that's what I got from a bit of googling.
As you said, they need it to move into production... and if they are heading into production that's a good thing. If there's a temporary dip in the price and you believe in the longer term prospects, then that too is a good thing. IMO.
