that announcement is already announced to market no need to issues Trading halt imo, and option is within 6months time frame wouldn't you want to find out as much as you can within that 6 months before issuing shares? unless of course as you say they are really bullish and like what they have found. but i don't think it would warrant a trading halt rather just an normal announcement saying they are going ahead
