Liars? Come now, it could all be perfectly true. They did not say 'we won't have a CR' - merely that it was not required for the 'existing business plan', all of which may mean that they intend to implement a new business plan for which the CR is required, or at the least is desirable. The present one could chug along unaided meanwhile. Time will tell; we await further news, and constant monitoring of the company's situation is surely appropriate.
