The Chinese offered to fund the mine construction some time back. They will pursue this I reckon. Not sure about Glencore, they got themselves into a mess globally this past 2 years, maybe a bit gun-shy now, let the Chinese build it, things move quickly in that case, no hargy-bargeying around with them, sign the deal and construction will be underway pronto. Bet they go for some kind of offtake deal.
