Although i question what will be a hefty (some may say ridiculous) amount raised prior to a drill decision i would always favour raising pre drill as any initial disappointment can quickly be focused on additional targets rather than holding your hat when things have not gone to plan for more funds. Also, the EV at and above 2c for a pre drill play is excessive for me, i would not be a buyer, so why not tap some expectation when available.
