Growing pains of expanding the business.

Opportunity for cheaper re-entry for many with the downside of dilution.

Possibly holding true to keeping it 100% owned with partial CR to kickstart construction to reduce the lag of cash flow as @sachz mentioned, partial JV, or debt component as @vmp said...we shall see, won't we...
