..didn't actually say an eligible or ineligible ruling. Is that what you meant above @SP3 ? If you receive a ruling(certificate of finding) from AusIndustry, it means Innovation Australia has found at least part of the activities to be eligible.

ECT receiving an overseas ruling from AusIndustry is legally correct as reported by ECT.

If AusIndustry registers a finding it means it qualifies for rebates. Innovation Australia assesses applications...not AusIndustry. So if ECT has received a certificate it means that the activity qualifies for rebates.
