    Yep. I am not entirely sure either.

    Per the last ANN the number that was used for the 15% capacity was 139,347,878 shares.

    Potentially they are able to raise more because there are more in the market or its just a figure that is less than $10m. I dont know for sure either way.

    Legitimate question though.
