    In June 2016, NOR offered $3.5m to Sophs and raised it. It also offered $1.5m to current investors and didn't reach the minimum amount of $1m (even after an extension). That was at 3.5c.

    Why would NOR offer a special deal to shareholders again after it failed last time? Just to do broker deal quickly and be done.
