check out the top post on LYC (an AFR article) today regarding "HOW THE JAPANESE BUYERS HELPED THE SUPPLIER LYC SURVIVE"... this is because LYC was the ONLY supplier outside of China for Rare Earths and the Japanese are huge users of the Rare Earth magnets and they wanted a supplier outside of China to ensure a geo-politically diversified supply of this critical raw material...
IF graphite is a critical raw material and if supply from China is an issue - in terms of trade regulations + quality, then Germany + ROW need to build a supply chain independent of China... just depends on how bad they need it... if KNL is not a viable option with 16% free carried interest to the Tanz govt, then the terms of the trade will need to be renegotiated to make KNL a viable venture - IF THEY NEED IT SO DESPERATELY imo...
