Another way to look at this legislation is with perapective: vrc is a foreign investment company. Let's flip it. Let's say in Australia in NSW we have a big resource that the Japanese are going to build and not pay tax ! While you and I pay 37% to 45% they get exempt and don't pay digging up our resource and taking all profits overseas. We wouldn't be happy - its like say an existing company like bhp was found to only pay 1% tax due to some 1970 deal... of course it would be forced to renegotiate....
