You play in China you have to play by their rules. Every company is greedy for the China's markets, but once an industry is established they'll nationalise it over to their own private companies. BAL was going for a loophole today, but loopholes in China only exist for the benefit of the (wealthier) Chinese people. Not for ASX listed companies.
They have done it time and time again - supposedly market law dictates that China would no longer be able to attract foreign investment after pulling this sort of thing a few times over - but investment markets have such short memories when they start seeing yuan signs
