There is no debate on their cultivation licence but in addition to that licence a permit is required under Narcotics Drugs Act before plant out, see last paragraph in cultivation from Office of Drug Control.
This should be a simply a formality one would think.
They may well have it and have not publicly stated but the reference to the publication in May does not look like a granting of permit imo.
