No such thing as a Chairman's list for $45m. There were tiered rankings of investors. People the company hadn't met got 9%, large international funds got more like 70% of what they bid for. If it's any consolation prowiz they zero'd about $20m of demand. Preference went to those investors who had previously bought on market which makes complete sense.
