The last raise was also carried out with a fair bit of cash still in the bank. Mr Borg seems to be looking at a long term approach on this one and long term safeguarding the company with a raise before you're even close to running out of cash makes sense. In the short term it may put the brakes on this run we've seen but some more good news will see it running again and with no prospect of a CR next time it could run and run. Perhaps Mr Borg knows there's 6 months of good news on the way and wants to get the CR out the way so the news allows a good run, or maybe that's a little too optimistic?
