The cynical side of me remembers the pump and dumps glittering history with NOR and wonders if Paul's casual references about a big deal were designed to allow a glimmer of hope for a successful raise he knew was coming.
NOR are broke, they can't afford anything. They need money to pay themselves. The government grants received have been generally enough to pay for the r and d development. CR is needed to pay the management.
I could be wrong and I hope I am. I'd love for the CR to be about making a special acquisition or purpose. Selling the CR to fund their employment will be a tough sell.
