Correct, it is industry wide.
It does however have a magnifying effect. The more under performing reps you have, the more $1000 p/w salaries you have to hand out.
It has a massive impact on cash-flow, remembering that any sale may take 30 - 90 days to settle and the funds to materialise, and secondly these national Award changes are based on rolling years - any time taken out by the rep, for any reason will reduce their effective income for that rolling annual period.
