Well you only really seem to comment on one share so it's not like you are speaking from experience.
I buy into many IPO and cap raises, I get a feel for demand as well before I commit. There are many that don't get close to this level of subscription. Go check out XPE.
Almost every listed company that has gone under has probably either attempted or floated the idea of a cap raise that had low demand.
