Thats what a lot of small companies do, pump and dump effectively. I’m assuming there is more than one contract in the offing, so no particular announcement possible, but statistically so likely they need more working capital shortly that the issue is done at a small discount and then everyone enjoys the rise. The share price action and balance sheet deterioration has suggested a CR had to happen at some point so now we have it.
