We are missing something here.
They are running testing for FR on all uniforms until Q3 2018. that doesn't need the amount they are saying. The chemicals required would not cost that much and the military only tests company sized (120) groups anyway.
No mention of marines....Marines move fast once they start moving and they are most at risk to fire in combat and normal ops..
Now assuming that all this money isn't been used for a skiing holiday why do they need the chemicals sitting in the Warehouse? Why do they need to be able to prove they can order /procure whenever they want?
Do they need to be able to reserve production slots? Prove to someone that they have the financial where with all to go into LT contracts?
What are we missing?
