    I don't know a lot about Banro, but a quick read of its latest announcements suggest it is desperate for cash (liquidity). VEC doesn't have the sort of cash to buy Banro's Maniema project even at fire sale prices. It could only really offer shares plus some cash and that's not what Banro needs right now.

    That said, it's in a lot of debt, so anything is possible.
