Issue price in any IPO depends only of the value of enterprise divided by proposed numbers of shares to be issue, lower the number of shares on issue, higher the price of the issue shares, and vice versa.
The IPO advisers will come on board, try to balance selling the business and make sure best value are extract from the deal.
Therefore if the issue price is $0.20 or $1.00, the most important thing to know the number of the shares.
