Its not a "referral fee" its "sponsorship" of a FCC customer. Who knows what the FCC business model is. Maybe they know that once a customer starts using a $15k line of credit it quickly goes up to $50k (aka the credit card company model). Maybe they sell other services on top like their cashflow management software. All we know, is that FCC wants these customers and have agreed to fund them once BIG finds them.
