It makes little difference, the end outcome/concern does not change.
If you think FCC just suddenly back way when asked to buy BIG shares "at a premium" and "at a time to be negotiated" and FCC don't fund BIG invoices directly to romance the revenue numbers, and only a small percent are using the finance option, and the GSA is just to cover the sponsorships, then so be it.
I beg to differ, it couldn't be any clearer if it was spelt out.
