I wouldn't attach too much significance to the "potential" qualifier. Any deal is potential until it's signed; once it's signed it's bound to be announced. We'll see what Friday brings.
I think we can exclude any possibility it's a placement to Minjar - their strategic placement to attain 23% was simply announced on 10 July and settled on 18 Sept.
fwiw by my calculations at this stage Minjar would require another 25,819,263 to return to 23% and a further 32,257,802 to attain 26%.
