At the end of the day , it is what it is .
A Bankable Feasibility Study (or DFS) is +/-10 to 15 % . Without stating the obvious , some prices will come in under and others over budget. "Most" projects do not come in ahead of time and under budget . The issue with refurb's is the "hidden or unknown" costs and budget assumptions like costs of electrics (eg., probably will have to be completely redone , etc.)
The old saying in the industry is "You can have a good project or you can have a cheap project , but you can't have both!" because to have a cheap project , quality must be compromised.
Again , the Iron Triangle of Project Management.
Having said that and as others have noted , the market has already factored in completion and first gold pour in Q1 , 2019 .
