Looks to me to be a CR to fund directors fees, staff benefits, performance shares, and increase salaries for management based again on vague promises of deals which have "enormous" potential similar to the 40mil contract with Varm Cosmo (but missing details about when cash will actually be paid).
I would say that the varm cosmo deal is either not going to happen or will be compromised in some way and this announcement is an attempt to ameliorate the pain or make good out of a bad situation.
However I live in hope.
