My personal feeling is that this relates specifically to the San Jorge deposit.

Reason being is in the announcement of the 23/5/18.

"The SI Govt approved both the EIS and granted a Development Consent for the San Jorge deposit".

It then went on to say..... "we (Axiom) await the outcome from the Ministry of Mines as to our Mining Lease Application".

So I believe this is what they are referring to and this is the decision that is pending finalisation and hence resulting in the continued suspension.

I don't believe it involves the Kolosori deposit (the main deposit we are so desperately after).
