The title should be along the lines of 'Investigate at an industry level, viability of battery manufacture in xxx'. That will drive a scope including social, tax, environment, market, suppliers, buyers, candidates etc. They should not get into such things as the P&L estimates of a particular proposal except as it impacts tax and risk of failure etc.
