After a cursory glance at the document, I didn't need to comb through it.
Other than the fact that it looks like it was put together in Windows 98, there were a few other tiny alarm bells. Things like a lack of AFSL licencee and/or Authorised Rep numbers, lack of disclaimers and so on.
This might be a genuine cry for help from someone that is legitimately concerned about CCP's financial health, or it could just be the incoherent ramblings from some kook. Right now, the balance of probability suggests the latter IMHO.
