I agree - definitely american influences in the wording, which suggests some American input into an original draft.
Another thought is that central to the paper is the argument that because CCP have a 'non-payday-lender' relationship with their banker Westpac, CCP are able to borrow from Westpac at rates to which their 'payday-lenders-competitors' cannot borrow at from their bankers, and that consequently in this industry CCP has an unfair advantage over other players. (Suddenly I can hear Donald Trump's voice in my head shouting, "Unfair! Unfair!") This 'american(ish) input' raises the question of whether the authors(s) of this paper have perhaps some association with one of CCP's American based competitors?
