I think it might have been the result of distilling the total dollar value they needed to raise down a target number of new shares to issue (@5c per share) and then applying that as a ratio to the existing number of shares on issue. I suspect that the raw ratio came out at 1.1:1. But since you can only buy whole shares they up-scaled the ratio to fit whole numbers --> 11:10.
