Not necessarily. Completion can mean it has been completed; an announcement regarding completion could also mean delay. I think the way it is worded that it either means it has been completed or they are setting a day for it (ie the conference or something like that). I think the announcement would say ‘regarding delays to completion of Hardrian X’ if it were a delay
