Well, sure, $3m won't take them very far, but presumably there is a reason why they've gone for a small raising - I haven't spoken to the company, but I'm thinking that by the time they need to raise again there will be further news on S232 and the price of U3O8 may well be higher and there will be more investors looking at the sector, i.e. more appetite for U3O8 stocks.
