I read the ann like that too, in that they mention permits issued as a general term instead of license issued, but it's really a license to be issued to Canndeo.
For reason unbeknown to us of the wording, but if the ann read "license", then there'd be no discussion, would all be obvious what's to be issued.
Would be odd to have a TH to say we have a license, no need for the Halt.
