Good question amigo. Maybe he was told about this probem? In any case he should have done his own research (due diligence) on the difficult environment, and local issues, before applying or accepting. Maybe "his mission if he decided to accept it", was to use his experience to sort out the company's problems. If it wasn't then, it sure is now.
