I think pending the elections being rigged or corrupted might have been a hold up by a third party outside of VEC, like a signature or government processing, perhaps holding up the process!!

Burning 1000’s of those electronic voting machines was instrumental in preventing this happening! They surely didn’t want a Russian style interference in DRC as we know that mad hatter loves corruption and corrupting whatever he can get his hands on!
