IMO if it wasn't on the agenda, or they did not vote in favor there would be no TH, they'd just announce it didn't happen. ECT would IMO know the outcome, but require the decision in writing before making an announcement. It's unlikely anyone would have worked last night to give ECT a letter of confirmation, they'll have to wait until someone gets to work (in India) this morning to give ECT the formal documentation on the approval.
