It would be highly unlikely that they take this to board level for approval and then once they receive that approval to then not sign it. This is a significant project for all 3 companies, it should be quite obvious considering NMDC scheduled a 2nd board meeting for this month which is irregular to say the least.
The share price is where it is imo because the market doesn’t believe it is going to happen, or happen any time soon. And yes to your last paragraph.
