There have been many missed milestones. 1st one was the launch of the Diamonds - around 3 months late. 2nd one was commissioning and proofing of Diamonds - around 6 months late or there abouts. Pearls were meant to start going up early to mid 2018. They do eventually achieve the milestones but we are running around 12 to 18 months behind the original plan. Also revenue is now much lover then the initially communicated $600M to $1B when the full constellation goes up. 

Nevertheless we are slowly getting there.
