Nope there's a PDR for the Diamonds that was on the reports so it's not that seems odd to pay it twice.
And it does say specifically
Cost and delivery of ~200 nano-satellites spread over 4 years(commenced in 2017), ~$10M AUD paid by SAS up to December 2018.
So we've paid $10 million for a contract drawn up?
because if no Pearls have been built no milestone has been met.
