My understanding is the OTC is regulated by FINRA and doesn't have a requirement to halt, unlike issuing exchanges, for normal business. The OTC exchange is just a market maker, matching up buyers and sellers.
FINRA does monitor US exchanges and some Halts are possible for Stock Promotion, Fraud etc but as a general rule they avoid halts. Basically, just trying to bring some level of protection to US Investors on foreign exchanges.
