    ATC had a bit over $4m at the end of the Dec 2018 quarter and expected to spend $2m in the Jan-March quarter.
    Finance has taken longer than expected and my guess is that a relatively small CR is necessary to top up the coffers. Presumably sophisticated Investors/institutions only.
