When negotiating an outcome time can become a weapon especially when the milestones have dates attached.
e.g. delays can cost money or create a lost opportunity
IMO ATC have moved early to continue to meet milestones in a timely manner.
The driver could be one of the following;
- Support the existing construction timelines.
e.g if you want the money now its more expensive but if you wait it can be cheaper.
- and/or remove time as a negotiating factor with the financiers.
